This paper examines the roles of a national institution of music for lifelong learners. The category of lifelong learning target at unspecified ordinary individuals who are either interested in or well-disposed to Korean music, and the learning period is set to be one's lifetime. The study does not include the public education sectors, but the social education sectors for the range of lifelong learning. The following is the findings of the study. Firstly, a shift of paradigm from a perspective of lifelong education to a perspective of lifelong learning is required to realize a learner-centered lifelong learning. Secondly, ‘e-gugak,’ in the short run, needs developing into a sustainable system which supplies with quality contents as well as complements the learning system for interactive communication. In the long run, it should advance to provide with and manage online space where people all around the world could freely produce and consume Korean music contents by establishing an online Korean music platform. Thirdly, a national institution of music should play a role in helping the learners to develop creativities and autonomous thinking. Therefore, it is necessary to develop and supply with learning programs that can help the learners to leap to the stage of creativity from that of imitative learning of arts and skills. Fourthly, a national institution of music should play a supporter’s role in the turning of a learning space into a living space. It should enhance its role beyond individual satisfaction in collective achievements, community developments, and creation of brand new community culture. Fifthly, it should prepare a collaborative model for developing convergent lifelong programs in which other national organizations for culture and arts such as museums, art galleries, and libraries will be participating, in order to widen the fields of lifelong learning based on Korean music.
