학교 예술교육 정책 변화에 따른 국악교육의 방향
본 연구는 그간의 학교 예술교육 정책을 고찰하고, 그에 따른 성과와 과제를 토대로 국악교육의 방향을 정책적으로 조명하는 데 목적을 두었다. 본고에서 논의한 내용은 다음과 같다. 먼저, 문체부와 교육부에서 추진해온 학교 예술교육 정책은 보편 교육으로서의 예술교육의 질적 변화를 위한 노력이 아닌 단순 지원사업을 중심으로 이루어지고 있으며, 사업의 수혜를 받는 학교와 학생 수는 제한되어 있다는 점에 문제가 있다. 국악교육의 측면에서 살펴보아도 국악 분야의 지원은 현저히 적었으며, 다양한 프로그램과 자료개발은 현실적인 문제를 해결하는 데 부족하였다. 따라서 국악교육의 내실화와 활성화를 통해 보편적 예술교육이 실현되고 실효성을 거둘 수 있도록 다음과 같이 정책방향을 제안한다. 첫째, 학교교육에서의 국악교육 내실화를 위해서 음악과 교사임용시험 및 교사양성 교육기관에서 국악교육에 대한 필수이수과정을 확보하도록 정책적으로 추진하고, 현장의 교사를 위해서는 국악 분야의 연수와 컨설팅을 활성화한다. 둘째, 예술교육 지원사업은 교육의 기회균등을 위한 방법적 측면에서 국악 분야의 지원을 강구하여야 한다. 셋째, 자유학기제나 고교학점제와 같은 시대적 요구에 따라 학습자의 입장에서 국악교육 내용을 고찰하고 학습방법을 개발하는 노력이 정책적으로 상응되어야 한다. 학교 예술교육을 위한 정책적 지원은 미래 인재 양성을 위한 과제로서, 2015 개정 교육과정이 추구하는 인재 교육에 맞게 추진되어야 한다. 보편적 학교 예술교육 정책과 그러한 정책에 맞는 국악교육의 방향을 위해 본고의 연구가 활용되기를 기대한다.
The Direction of Korean Music Education Responding to the Changes in School Arts Education Policy
The purpose of the study is to examine arts education policy in schools and to illuminate the direction of Korean music education based on its performance and programs. The content discussed in this study is as follows. The problem was first identified that the arts education policy pursued by the Ministry of Culture, Sports, and Tourism and the Ministry of Education centered on simply promoting a support program rather than making an effort to change the quality of arts education as universal education. It was also found that the number of schools and students benefiting from the programs was limited. In the aspect of Korean music education, the support for the field of Korean music was markedly low, and the development of various programs and materials was insufficient to solve realistic problems. Thus, the study proposed the following policy direction so that universal arts education can be realized and achieve effectiveness through the substantialization and revitalization of Korean music education. Firstly, it is advised that, to substantialize Korean music education in school education, the educational institutions for the examination for the licensed music teachers and teacher education promote a policy which can secure required courses for Korean music education and activate teacher training and consultation of Korean music for educators in the field. Secondly, as support programs for arts education should be considered from a methodological aspect for universality and equality of education, the support for Korean music should be secured and expanded. Thirdly, efforts to examine the content of Korean music education and to develop learning methods in tune with the demand of the times, such as free learning semester and high school credit system, should be corresponding to the policy. The policy support for arts education in schools should be implemented in accordance with an education of talents pursued by the 2015 revised curriculum as a task for cultivating future talents. This study is expected to be used for arts education policy in general and the direction of Korean music education responding to this policy.
